George Leroy Tirebiter would be Papoon's point-man on foreign policy.

His extensive work experience with the USO in Europe during WWII and in Mexico during the Red Scare make him uniquely qualified to address the special problems that today's changing world present.

Before Ronald Reagan admonished Gorbachev to "tear down this wall", the Papoon/Tirebiter shadow government was already remodelling the 'den', so to speak, of East Germany.
